不断把“六个专项行动”推向纵深

开展“六个专项行动”，是省总工会做出的一项科学决策；这对于强化工会基层基础工作，使工会工作更加制度化、规范化起着强劲的推动作用，也是工会组织推进和谐劳动关系建设，充分履行各项社会职能，打造维护职工合法权益“安全网”的具体举措。我们感到，这不仅是县级工会组织应该做的重点工作，也是省、市总工会交给我们的一项政治任务。因此，必须切实抓实、抓好、抓出成效。
一、开展“六个专项行动”的主要做法
1、明确工作目标，确定工作重点，对“六个专项行动”进行全面落实。为了开展好“六个专项行动”，2012年年初，我们在县总工会十四届二次全会上提出了实施“六项工程”，即基层工会组建工程，和谐劳动关系建设工程，企业文化、职工文化建设工程，职工素质提升工程，基础工作建设工程和参与社会管理工程；开展“四个专项行动”，即规范劳动用工监督检查专项行动，劳动争议预防调解建制专项行动，职工服务帮扶体系建设专项行动和职工技能提升专项行动；打好“四个战役”，即基层工会组织建设规范化战役，工资集体协商成效化战役，职工福利设施建设标准化战役和全县职工文化艺术节战役的工作思路，对“六个专项行动”进行全方位覆盖。同时，采取突出重点，全面铺开的作法，对“六个专项行动”进行全力落实。目前，全总数据库中显示我县百人以上规模企业44家，其中停产、半停产企业29家，正常生产的企业有15家。除这15家重点开展“六个专项行动”外，我们在其他企业也全部开展了“六个专项行动”。我们计划每年都要有重点地、规范地抓5—10家企业，并不断巩固、完善和提高，确保“六个专项行动”取得实实在在的成效。去年7月份，省总下发百分制考核细则的时候，我县的“六个专项行动”就已经在23家企业全面铺开，并取得了一定成效。
2、广泛宣传，扩大影响，积极营造良好的社会环境。在《彰武时讯》、彰武电视台，我们适时对什么是“六个专项行动”、开展“六个专项行动”的目的、意义进行宣传解释，使社会、特别是职工群众有了相应的了解和认知。同时，我们对于企业经营者，也不失时机的开展宣传工作。在迎新春企业家（劳模）招待会、“五一”劳模表彰大会，以及基层工会组织建设规范化、工资集体协商成效化等专题会议上，都见缝插针地对“六个专项行动”进行宣传，使企业经营者对“六个专项行动”有了明确的认识。
3、强化培训，加强指导，提高“六个专项行动”规范性和实效性。为确保乡镇总工会、企业工会能开展、会开展“六个专项行动”，我们强化培训，培养懂业务的明白人。我们首先开展了工资集体协商专题培训工作。去年4月份，邀请市总法律部的同志来彰对200多名基层工会干部和协商代表进行辅导培训，重点讲解工资集体协商知识和技巧，解决了工会干部和协商代表不会谈、不敢谈的问题。其次，我们对“六个专项行动”相关知识进行重点培训。在去年6月份分两批，由县总工会两位副主席任教，对60名乡镇工会干部和70名企业工会干部就基层工

专项行动的实施方案
为贯彻落实《小店区住房和城乡建设管理局关于开展城乡清洁“四位一体”专项活动的实施方案》有关要求，进一步提升城乡清洁水平，改善环境卫生面貌，提高居民文明程度，转变干部队伍作风。按照区委、区政府在全区开展城乡清洁“四位一体”专项行动实施意见，结合我单位工作实际，特制定如下实施方案：
一、指导思想
以邓小平理论、“三个代表”重要思想和科学发展观为统领，深入贯彻落实党的十八大精神和习近平总书记一系列重要讲话精神，以城乡清洁星级创建和大气环境质量改善为重点，以干部队伍作风建设为保证，以居民文明素养提升为支撑，明确目标任务，“四位一体"推进，建立长效机制，全面展现我单位环境优美的新形象。
二、组织领导
为了保证城乡清洁“四位一体”活动扎实推进，富有成效，成立十七局五公司城乡清洁“四位一体”活动领导小组。 组 长：杨永红、聂武丁
副组长：雷银芳、卫青元、魏文秀、徐彦军、李红新 五公司城乡清洁“四位一体”领导小组办公室设在机关办
公室。根据小住建管字（2013）79号《小店区住房和城乡建设管理局关于开展城乡清洁“四位一体”专项活动的实施方案》的安排部署。为确保责任到人，落实到位，特成立三个工作组。
一是市政工程工作组，组长小店市政项目经理陈志贵，小店市政项目部具体承办，小店市政项目党工委书记李永红为责任人。
二是办公场所工作组，组长雷银芳，公司办公室、润扬物业公司具体承办，办公室主任黄东山、润扬物业公司经理牛红鑫为责任人。
三是生活小区工作组，组长徐彦军，物业一公司、润扬物业公司具体承办，物业一公司经理徐孝德、润扬物业公司经理牛红鑫为责任人。
三、目标任务
(一)市政工程城乡清洁和扬尘治理工作
市政工地施工围挡要规范齐全，土方及材料堆放必须绿网覆盖，及时清理弃土垃圾，并定时清洗施工现场及周边路面。工地出入口必须增设喷淋设备或铺设草垫(草垫要保持湿润并及时更换)、增加洒水抑尘频次、禁止车辆带泥上路和运输抛洒。
按照一事一表工作法，一个项目确定一个责任人，市政工地分工为：
富康街道路建设工地(责任人：李永红)
电子街道路建设工地(责任人：郝明亮)
(二)办公场所城乡清洁工程
结合实际，在坚持卫生清洁无死角、无盲点的基础上，力争达到以下标准：一是楼内环境要整洁。办公楼的楼道、走廊地面整洁，有照明设施，无垃圾、无杂物堆放，无乱涂乱画。办公室内墙面干净，无污渍、无蛛网浮尘，地面清洁。卫生间标志明晰、无设施损坏，墙面无乱刻乱画，地面无积水、纸屑、烟头、痰迹和杂物，无异味，及时保洁。二是室内环境要整洁。室内垃圾每曰清理，无积存、无异味。桌椅、沙发、文件柜、电脑桌、窗台上无尘土、无烟头、无乱堆乱放，做到窗明几净。文件、资料、报刊、水杯、办公用品摆放整齐。版面、规章制度无破损、无尘土。会议室也要做到干净整洁、清新宜人。工作人员着装整洁大方、亮牌上岗、精神饱满。三是立面要净化。清除办公楼特别是临街立面上的污渍、水渍、污泥、烟渍和氧化附着物，清理过期、破损的宣传标语、条幅和小广告。四是楼院要美化。要结合本单位实际，保持院落洁净，清走露天停放的报废车辆，划定机动车、自行车停车区域，使各种车辆停放井然有序。

(三)生活小区城乡清洁工程
结合实际，在坚持小区干净整洁、绿化美观规整基础上，力争达到以下标准：一是居民楼楼内环境要整洁。居民楼的楼道、走廊地面整洁，有照明设施，无垃圾、无杂物堆放，无乱涂乱画。二是地下车库环境要整洁。车库垃圾每日清理，无积存、无异味。车库内各种标示标牌齐全、明亮。三是立面要净化。清除小区内特别是临街立面上的污渍、水渍、污泥、烟渍和氧化附着物，清理过期、破损的宣传标语、条幅和小广告。四是小区院内要美化。要结合单位实际，保持院落洁净，清走露天停放的报废车辆，划定机动车、自行车停车区域，使各种车辆停放井然有序。

Nowadays, the food that you buy comes from many different countries. Have a look in your fridge, cupboard, and fruit bowl and check the origins(来源) of the food. Perhaps there are apples from California, lamb from New Zealand, or potatoes from Egypt? You will probably be surprised how far food travels to get to your plate. This journey, from “field to plate”， is called “food miles”. A food mile is the distance that food travels from the farmer's field to the person who buys the food. Nowadays, food often travels thousands of miles to get to the consumer(消费者). Why is this, and what are the effects(影响) of these long distances?
Traditionally, farmers sold their food in the local market, so the food didn't have to travel very far. The consumers also did not travel very far because they went to their local market to buy the food. This was a good system for farmers and consumers. However, there were some disadvantages. For example, consumers could only buy food that farmers produced locally. In addition, they could only get food that was in season. What's wrong with “food miles”？ Is this not a good way of increasing international trade? I believe these miles are worrying for a number of reasons. First of all, because food travels such long distances, we need more planes, lorries, and ships to move the food. This means we use more oil or petrol, so there is more pollution and more global(全球的) warming. In addition, food that travels a long way is not fresh and usually not very tasty. Tomatoes, for example, are picked early and stored for their long journeys. For this reason, they are usually tasteless when they get to the consumer. Local food has a better taste, and it also reduces the amount of global pollution. We need to buy more local food.
